Lost PTS - do I need to present a compulsory motor liability insurance policy to restore it?
It is unlawful to require the provision of a valid MTPL insurance policy, since it is not included in the list of necessary documents for the restoration of the vehicle title (clause 15 of Order No. 605 on the provision of vehicle registration services). A valid MTPL policy will be required only for the initial registration of a car after purchase or when changing ownership - purchasing a used car.
The title is lost - do I need to show the car for inspection?

57. If the PTS is stolen, the recovery process is delayed. There are criminal penalties for stealing documents. It is regulated by Article 325 of the Criminal Code of the Russian Federation. If you need to get a duplicate PTS, you can contact the manufacturer who sold the car, or the State Traffic Inspectorate. If the trailer has been registered, a duplicate is issued through the traffic police. The car owner is obliged:
- Collect documents. The list includes a civil passport, STS, a sales contract and a receipt for payment of state duty. Its value is 800 rubles.
- Submit the documents to the traffic police department and wait for the application to be reviewed.
