How and where to get a diagnostic card for MTPL? Advice for car owners

A diagnostic card is a document that is issued to the driver after passing a technical inspection. It contains information about the condition of the vehicle and its compliance with safety requirements. It was put into circulation in 2012. Previously, all this information was also registered, but was entered into the inspection ticket.

According to the updated law, a diagnostic card is required to obtain an MTPL policy when operating a vehicle older than 3 years - along with the PTS and other papers, it transmits important data about the vehicle. The inspection procedure is regulated by Federal Law No. 130 of July 1, 2011. This check is mandatory for any car owner - since 2012 it is prohibited to drive on the roads without a diagnostic card. The specifics of passing the first technical inspection depend on where and what kind of vehicle was purchased - new at a car dealership or secondhand from the previous owner.

    New car

    Regulations state that a new car - be it a car or a truck - must be inspected only after reaching 3 years. The period is counted from the year of production. However, if desired, the driver can undergo technical inspection earlier. This is recommended if:

    • the driver’s driving style leaves much to be desired and greatly affects the condition of the car;
    • The manufacturer's warranty allows you to undergo technical inspection free of charge;
    • you are planning a road trip abroad that requires you to pass a security check.

    A logical question arises: where can I get a diagnostic card if I purchased a new car and haven’t had a technical inspection yet?
    The driver definitely needs it, because without this document a compulsory motor liability insurance policy cannot be obtained. Help : car dealers are involved in document preparation for newly released cars. They are required to attach a valid card to the package of documents for the car that the driver receives at the time of purchase.

    Used car

    When buying a car second hand, the lucky owner may have several options:

    1. The car was produced less than 3 years ago. For such a car, you don’t have to go through maintenance right away.
    2. The first owner went through the scheduled maintenance, took the current diagnostic card and handed it over to the buyer.
    3. The vehicle is over 3 years old and the diagnostic card does not exist. For a new owner, such a purchase is extremely risky, because the safety of the car has not been confirmed. Therefore, in such cases, buyers try to persuade the previous owner to undergo a technical inspection or negotiate a discount.

    A diagnostic card for MTPL is issued after a complete technical inspection of the vehicle. It reflects either permission for operation if the test has been successfully completed, or a list of problems found for elimination.

    Procedure for obtaining a diagnostic card

    So, where can I get a diagnostic card? To obtain this document, you must successfully pass a technical inspection. Until 2012, the issue was within the competence of the traffic police. Today, the procedure is carried out by authorized centers - inspection operators. The official website of the Russian Union of Insurers contains a list of points and a map of their location, on which it is easy to find the one closest to your place of residence.

    Important! Unless a company has received a special license, the diagnostic card issued by it has no legal force.

    To undergo the procedure, you need to arrive at the selected inspection point, having prepared the car and documents in advance (owner’s passport, driver’s license, vehicle registration certificate and title). A general power of attorney will be required for the representative of the car owner.

    The main objects of control include:

    • brake system;
    • engine (exhaust toxicity, presence/absence of replacement);
    • steering;
    • locks and windows;
    • availability of a first aid kit and a fire extinguisher with a shelf life of up to 5 years;
    • possible changes to the vehicle design;
    • optics and others.

    The cost of a diagnostic card depends on the type of vehicle and the region of the country. Most often, the owner of a passenger car has to pay from 400 to 800 rubles; for owners of freight vehicles, a technical inspection will cost a little more. If there are no comments from the expert, you can receive the document within an hour from the moment you contact the operator.

    Who has the right to issue diagnostic cards?

    Technical inspection of a vehicle can be provided by any licensed organizations. A complete list of authorized operators can be found in the GTO register.

    The document can be drawn up by both an individual and a legal entity. However, there are several conditions for the operator that must be met in order for the activity to be permitted. This:

    1. Conclusion of an agreement with the traffic police.
    2. Obtaining accreditation from the Russian Union of Auto Insurers.
    3. Obtaining a technical certificate for carrying out activities.

    The candidacy of a technical inspection operator is considered by members of the RSA during a personal visit. It is important that the citizen has a permanent place of work with an assigned address. The place of work and current address are entered into the register of technical inspection operators.

    Technical inspection form

    Form approved: Decree of the Government of the Russian Federation dated December 5, 2011 N 1008 (as amended on September 4, 2015)

    Filling is carried out by the maintenance operator, but you should pay attention to these points:

    1. "Technical inspection operator." If you lose a document, contact us there.
    2. “Registration number” (other data about the accredited vehicle - all data about the vehicle is indicated here.

    Since 2012, the diagnostic form has replaced technical inspection coupons and began to be issued to car owners, as well as entered into the electronic information database.

    “MOT coupons were indeed abolished, the corresponding law was adopted by the State Duma. However, the technical inspection procedure itself has not been abolished,” the insurers explained.

    Requirements for a maintenance operator

    However, obtaining permission to conduct activities is not everything. The operator must have all the capabilities necessary to conduct a quality vehicle inspection. It is necessary that:

    • the garage box where car diagnostics will be carried out was equipped with all the necessary technical devices;
    • computers for work were provided with special licensed programs;
    • the operator had constant access to the PCA system.

    In addition, the list of workers who will be employed by the operator is also registered in the RSA database.
    When hiring or firing, data is adjusted. Important : the diagnostic card does not record data on the region code, so the car owner has the right to undergo a technical inspection in any region of the country, regardless of the address of residence and place of registration.
    Now in the Russian Federation there are about 5,000 accredited maintenance operators; their list can be found on the RSA website. Drivers have free access to the database, so any institution can be checked for permission.

    What to do if the validity period has expired

    Many drivers forget about when they need to undergo maintenance for their MTPL policy and remember when they contact an insurance agent. In order to apply for compulsory motor liability insurance, the driver must have a valid vehicle inspection certificate.

    Administrative liability is provided for the absence of an insurance policy. If an accident occurs due to the fault of a driver who does not have compulsory motor insurance, he will be obliged to independently compensate for all damage caused.

    Since in order to obtain a diagnostic card it is necessary to undergo an examination by a specialist in an accredited service, the legislator has provided an exception in Part 3 of Art. 10 Federal Law No. 40-FZ.

    A driver can receive a temporary policy without a ticket for passing the technical inspection procedure in the following cases:

    • purchasing a vehicle in another region and having to go to the place of permanent registration. It is important that state registration with the traffic police is possible only if you have compulsory motor liability insurance, obtained according to the general rules;
    • proceeding to the place where the necessary inspection of the vehicle is carried out.

    The shelf life of temporary MTPL is limited to 20 days. During this time, the driver must undergo an inspection, receive a diagnostic card and insure the car. If a permanent policy was issued before the expiration of this period, the insurer pays compensation for unused days.

    Preparation of documents for technical inspection

    To be allowed to undergo maintenance, the car owner must prepare the following documents before the inspection:

    • internal passport of a citizen or other identification document;
    • vehicle passport;
    • driver's license;
    • certificate of ownership of the car;
    • certificate for maintenance from a doctor in the required form;
    • agreement for advertising placement, if there are advertising materials on the car.

    Most often, only the first two documents are required to draw up a diagnostic card. However, in some cases additional paperwork may be required, so it is better for the driver to prepare in advance. The above list is exhaustive. It is important that the driver has up-to-date documents reflecting reliable data about the car. The operator may refuse to conduct a technical inspection if the documentary information differs from the actual information. Important : any demands to provide any additional papers not listed above are a violation on the part of the inspection staff. This rule is reflected in Art. 17 of the law on technical inspection.

    How often should you undergo a car inspection?

    Russian legislation provides for special deadlines for certain categories of vehicles.

    Diagnostics should be carried out a couple of times a year:

    • Vehicles used for regular passenger transportation (for example, shuttle buses);
    • Vehicles used for the transportation of special and special cargo.

    The legislation of the Russian Federation does not indicate how often the maintenance procedure must be completed. If desired, the owner has the right to undergo maintenance earlier than the prescribed period. New cars, which are covered by a 3-year manufacturer's warranty, are serviced during this period at designated dealership centers.

    It is important to note that the maintenance procedure must be carried out before the expiration of the current maintenance coupon.

    New car

    For a car or truck that is less than 3 years old, it is not necessary to first contact the service center to obtain an MTPL policy. To obtain an MTPL policy, the driver only needs to present the PTS and STS (vehicle registration certificate) to the insurer. Using these documents, the specialist will determine the age of the car and issue the documents without the results of a separate technical inspection.

    Used car

    Let's consider how often you need to undergo a vehicle inspection to obtain compulsory motor insurance.

    The frequency of calls to the service for inspection depends not only on the age of the car, but also on its category:

    • Category B passenger cars under seven years of age must be inspected at least every 24 months. If seven years have passed, the vehicle condition certificate is valid for 12 months;
    • for category B trucks, similar rules are established as stated above;
    • If the truck does not fall into category B, an annual inspection is required.

    The inspection certificate must be valid. If it is missing or expired, you will not be able to issue an MTPL policy.

    How much does a technical inspection and issuance of a diagnostic card cost?

    The price of a diagnostic card depends on the region in which the car owner receives it and what vehicle he drives.
    There are no legally defined standards - the price is determined based on the parameters of reimbursement of the operator’s spent effort and time for conducting a technical inspection. Each region has its own tariffs, but there are some average figures. According to the type of vehicle, prices are distributed as follows:

    • 240 rub. – motor vehicles;
    • 700 rub. – passenger cars of category B;
    • 1300 rub. — trucks of category M;
    • 1630 rub. – maximum price for trucks weighing more than 5 tons.

    The age and condition of the car do not affect the price.
    Important : before January 1, 2020, it was also necessary to pay the state fee for printing the diagnostic card. However, this year the fee was abolished; the driver only needs to pay the cost of the technical inspection.

    How much does it cost to obtain a diagnostic card?

    The price of a technical inspection with obtaining a diagnostic card is approximately the same for all regions of Russia and can fluctuate within 200 rubles.

    The maximum cost of technical inspection of category “B” vehicles is set at 800 rubles. Motorized vehicles are much cheaper and cost no more than 240 rubles.

    Inspection of trailers is more expensive and depends on weight and technical characteristics. The price of their inspection ranges from 600-1050 rubles.

    DK for transport category “M” used for transporting passengers costs:

    • Cars weighing less than 5 tons – 1290 rubles;
    • Cars weighing more than 5 tons – 1560 rubles.

    Freight transport belonging to category “N”, prices vary and depend on weight:

    • Weight less than 3.5 tons – 770 rubles;
    • Weight from 3.5 to 12 tons – 1510 rubles;
    • Weight over 12 tons – 1630 rubles.

    These prices are average for all Russian districts.

    Is it possible to undergo a free technical inspection?

    Those motorists who regularly and timely undergo service at dealerships receive a diagnostic card for free. It is also possible to significantly reduce the diagnostic fee: drivers who undergo inspection at the State Traffic Safety Inspectorate pay only 300 rubles for a full technical inspection. However, now this method is very problematic: there are only about 100 state technical inspection points throughout the country, where a large queue constantly accumulates.

    How to prepare for a technical inspection?

    It is imperative to check the condition of the car - both internal and external. The main points that require preparation:

    1. Cleanliness of the car. The numbers should not have a thick layer of adhering dirt, the numbers should be clearly visible. The car itself may not be perfectly clean - the main thing is that the inspector can see the color of the body.
    2. Fire extinguisher requirements. Check for seals and volume – at least 2 liters. In addition, the device has its own lifespan: it should not be expired.
    3. Availability of a first aid kit. When undergoing maintenance from 2020, a first aid kit is not needed, but driving without one will result in a fine.
    4. Availability of emergency signs. The driver must have at least 1 sign in the trunk in case of an accident.

    There are also some controversial issues during the test that the driver must be prepared for. For example:

    • Small cracks on the glass are acceptable. However, if the crack is located on the windshield in the driver's side wiper area, the test may fail;
    • color film on glass must comply with standards, width no more than 14 cm;
    • during the inspection, it is necessary to remove curtains and other parts that limit visibility from the windows;
    • Inspection operators are extremely picky about tuned cars. Any extra detail on the body may lead to a dispute with the driver;
    • the wheels must be securely bolted, the disks are tightly secured;
    • The configuration of the headlights and their shade must correspond to the make of the car.

    How does the technical inspection take place?

    Before carrying out the procedure, the driver enters into a standard agreement with the operator, which specifies the vehicle data and the cost of the upcoming inspection. Recently, the contract also specifies the full algorithm for conducting the inspection and its duration (on average no more than an hour).

    After signing the contract, the car is driven into the box and inspected.
    The number of parts to be checked is determined depending on the car model and its technical parameters. The maximum technical inspection regulations include 65 different elements, but all of them are rarely checked. Important : before concluding an agreement with the operator, make sure that the company is registered in the RSA database - ask the employee for certificates for access to technical inspection.

    What is checked during the inspection process?

    Initially, they check the appearance of the car, its cleanliness, the condition of the license plates and its completeness. The inspector pays attention to:

    • presence of a fire extinguisher and emergency lock;
    • condition of door locks, ease of operation;
    • presence and functionality of seat belts;
    • presence of sun visors;
    • serviceability of the warning sound signal;
    • condition of mirrors and all glass – presence of cracks, tinting, cleanliness.

    During a subsequent more thorough inspection, the employee checks:

    1. Condition of the brake system.
    2. Complete basic package.
    3. The steering and driver's seat are in good condition.
    4. The operation of headlights and turn signals, the brightness of side lights.
    5. Serviceability of wipers and windshield washers.
    6. The working condition of the car’s engine and chassis system, their cleanliness.
    7. Condition of wheels and tires, tread height.
    8. Compliance of all markings with established standards.
    9. Fuel system condition.
    10. The result of a test on the harmfulness of emissions to the environment.

    The results of the inspection are documented: initially in the form of an electronic record. The electronic version is stored in the RSA database and remains there for 5 years.

    The diagnostic card consists of 7 sections, after filling which the points where violations were detected are determined. According to these results, a verdict is made - whether or not the vehicle is allowed to operate in its current condition. The diagnostic card is then printed and signed by the employee who carried out the test. The driver must also sign for receipt of the document.

    What to do if the technical inspection is not passed?

    If the technical inspection has not been passed, the driver must:

    1. Pick up a diagnostic card with a complete list of detected violations.
    2. Repair the car and correct all minor defects.
    3. Go through the inspection again, preferably in the same place.

    There will also be a fee for re-checking. However, if the driver was able to correct the violations within 20 days after the first inspection, he will only need to pay for the inspection of the corrected parts. Some operators may not charge any money for a repeat inspection as an advertisement for their company. To ensure that the second inspection goes smoothly and you do not have to pay the full cost of the inspection again, contact the same operator.

    Diagnostic card and MTPL

    The procedure for issuing a policy using a diagnostic card has recently changed: if previously the insurance policy was checked by service station employees before conducting an inspection, now insurers check the diagnostic card and only then issue the policy. If you do not know where best to apply for a diagnostic card, you can ask your insurer for advice. An insurance company employee will offer you a referral to a vehicle inspection station.

    Important : some drivers provide a diagnostic card for insurance, the validity period of which expires within a year.
    Such a document must be renewed in a timely manner before requesting insurance, otherwise if an accident occurs due to the fault of the insured, the insurer's representative will refuse to compensate for the damage.

    How to obtain a diagnostic card for MTPL in person?

    You can receive the document in question in person by driving a car to a service station accredited by a company included in the RSA list. If the owner of a vehicle wishes to obtain a real policy, the car must be inspected by an expert and checked the main components of the vehicle:

    • Chassis.
    • Steering.
    • Engine.
    • Brake system.
    • The condition of the wheels, the operation of the headlights, the electrical part and other important components. There are only 65 items on the list.

    The owner is required to put the car and equipment in order before passing the inspection:

    1. Check the serviceability of the fire extinguisher.
    2. Check for the presence of a warning triangle.
    3. Check the contents of the car first aid kit, the availability and suitability of medications.
    4. Wash the car inside and out.

    To make a diagnostic card, you must perform the following steps in the specified sequence:

    • Submit an application to the dealer for a technical inspection. To do this, the driver must fill out the application in person, presenting a passport, car passport or registration certificate, or a power of attorney to use the vehicle, if he is not its owner.
    • Wait for the diagnostics to complete. Its duration depends on the activities of the company where the owner has applied. It usually doesn't last long.
    • Receive a completed document. If no damage is found, the owner receives a copy of the contract immediately. If any problems are found, the car is returned to the owner to have them fixed.

    20 days are allotted for troubleshooting. You can receive the document if you have undergone repeated maintenance and no faults have been detected.

    What to do if the diagnostic card is lost?

    Don't worry if you accidentally lost your diagnostic card - the main thing is the version of the test results, recorded electronically in the RSA archive database. The paper form is only a certified confirmation of the positive results of the technical inspection. A lost card can be restored at any time; just contact any maintenance operator with access to the archive.

    Restoring a lost card is now an independent service provided to the population. The price of the service is fixed and amounts to 300 rubles per 1 restored document. It is important for the driver to remember that after losing the card, it is necessary to urgently restore it: driving without it will not only serve as an obstacle to making insurance payments, but will also be punished by the traffic police.

    Penalty for not having a diagnostic card

    If a driver is found on the road who does not have a diagnostic card, traffic police officers immediately remove the license plates from the car and deprive the motorist of the right to operate the vehicle. The next time a vehicle is detected on the road, it is sent to the impound lot. Data about violations are immediately sent to the traffic police data archive, so it will not be possible to bypass the restriction.

    This rule is the same for all car enthusiasts - there is an exception only when buying a car: the new owner can drive without a diagnostic card for no longer than a month. Only drivers of taxis, buses, trucks and carriers of serious cargo can get off with a fine - they will have to pay up to 800 rubles for driving without a card.

    Important : despite the fact that the electronic diagnostic card is always present in the database, it is better to have a paper copy with you.
    A police officer who wants to earn extra money can say that information about your car was not found in the database - in this case, it is enough to simply present a document with the results of the technical inspection.

    It has become much easier to issue a diagnostic card for obtaining an MTPL policy than before. In order for a vehicle inspection to be successful, the driver must present reliable documentation and a working vehicle to the operator. Do not forget to renew your diagnostic card in a timely manner so as not to be left without payment of damages in the event of an insured event.

    Validity period of the diagnostic card

    Russian legislation establishes different validity periods for a diagnostic card depending on the category of the vehicle. It lasts the longest – two years – for cars aged from 3 to 7 years. Owners of cars older than seven years will have to take care of obtaining a new vehicle license within 12 months. The validity period of the document for vehicles used for commercial passenger transportation is even shorter (6 months).

    Important! The exact expiration date is indicated on the vehicle diagnostic card form at the top of the card.

    After this time, the diagnostic card becomes invalid. To obtain a new form, you will need to successfully pass the technical inspection again, after which the appropriate changes will be made to the EAISTO.

    Having an expired card can lead to the following troubles:

    • refusal to provide compensation in the event of an insured event;
    • bringing to responsibility for expired insurance or its absence (under Part 2 of Article 12.37 of the Administrative Code).
