In other cases, you can simply stop registering the vehicle. For example, if a person has a faulty car and he wants to hand it over for recycling, he must simply deregister it with the traffic police. This is done primarily to stop constant letters about unpaid taxes and subsequently the imposition of penalties.
If the owner wants to keep some part or spare part, he can remove it and return the car without it. Transport tax will not be charged in both cases. To do this, in the application for car recycling, you must indicate a complete list of those spare parts that were required by the former owner. The registration numbers of these units should also be indicated.
To sell a vehicle for scrap, you must revoke its registration.

Normative base
The procedure for deregistering a car without inspection in 2020 is regulated by a whole list of legal acts. The main ones are:
- Order of the Ministry of Internal Affairs of the Russian Federation No. 139 of March 20, 2020;

When to deregister a car with the traffic police
According to the law on state registration of vehicles, the traffic police can temporarily stop registering a car or permanently deregister it, that is, transfer the records to the archive.

The service must inform the tax office that the car is no longer registered with the traffic police. This is required by paragraph 4 of Article 85 of the Tax Code of the Russian Federation:
Bodies... carrying out registration of vehicles are required to report information about real estate located on the territory under their jurisdiction, about vehicles registered with these authorities (rights and transactions registered with these authorities), and about their owners to the tax authorities at their location within 10 days from the date of corresponding registration, as well as annually before February 15, provide the specified information as of January 1 of the current year.
But a lot of time may pass until this moment (depending on when the car was stolen). And therefore, it is better for the owner of a stolen vehicle to go to the Federal Tax Service at the place of his own registration. The service should provide:
- your passport;
- TIN;
- a certificate from the traffic police about the deregistration of the vehicle;
- a statement about the absence of ownership of a taxable object, that is, a car.
Moreover, the law allows stolen vehicles to be deregistered with the Federal Tax Service even without terminating its registration with the traffic police. After all, he is already wanted, since a criminal case has been opened. Consequently, subparagraph 7 of paragraph 2 of Article 385 applies here. A stolen car ceases to be subject to taxation if its owner provides the Federal Tax Service with a certificate of theft from the police.
How much does it cost to deregister a car?
The traffic police deregisters the car free of charge. New documents and license plates are not issued, so there is no need to pay a state fee.
The only exception is when the owner of the car deregisters it to take it abroad. In this case, the owner receives a registration certificate (CTC), if there is none, and transit numbers. The state duty for STS is 500 rubles, for a number - 1600 rubles.

Check registration. By law, the new owner of the car has 10 days to change the credentials.
