After the release of the new driver's license, many uncertainties and questions arose. Unknown marks appeared on the license, which led to a discussion. In this article, you will learn in detail about the MS, AS marks, as well as their functions. Since 2011, all drivers of the Russian Federation have been issued a new type of license. In addition to their appearance, their structure has also changed greatly. The driver's license now looks pink and blue, with a barcode on it. The new legislation “On Road Safety” in 2013 introduced other categories of licenses: A1, Tram, Trolleybus, BE. The most interesting thing is that the rights began to appear several years earlier. Various questions began to arise because of this information, to which answers were never found in the law.
Deciphering the new rights format - AS
Having acquired the rights to a new format with the AS mark, everyone wants to know absolutely every detail and every nuance. All points are clear in principle, but the decoding in the notes is not very good. After contacting MREO employees, drivers do not hear a specific answer, but receive only general excuses and guesses. You can come up with anything, for example, that the AS can only be driven with an adapted gearbox. The AS mark actually means that the vehicle can be driven if it has steering type control. The steering wheel should be round, not like a stick or an arc. People called it a steering wheel.
What does category M mean on a driver's license?
Driving licenses are divided into many categories, but while some of them have existed for many years, others were introduced relatively recently. Thus, category M appeared in Russia only in 2013. Its introduction was due to the large number of accidents that occurred due to the fault of drivers of mopeds and scooters, who previously could drive them without a driving license.
This is what rights that include open category M look like.
Tightening legislation deprived them of this opportunity, and lovers of extreme, although not powerful, transport were also forced to get a license.
Having a license with the M mark gives its owner the right to drive a vehicle whose engine capacity does not exceed 50 cm3, and the maximum speed is 50 km/h. If driving an electric vehicle, its power should not exceed 4000 watts.
Thus, the new category of rights makes it possible to manage:
- scooter;
- moped;
- quadricycle;
- minibike.
But for motorcycles this mark will not be enough, since you will have to get a new “A” or “A1”.
If you have rights with other open categories, you do not need to open an additional one for the moped. For example, a category B license allows you to drive a vehicle weighing up to 3.5 tons, and this list includes any small-sized vehicle.
Category B1 with AS mark
A driver with a closed category A can easily purchase a license of the new format with the AS mark next to category B1. If there is an automobile type of control with a steering wheel, the driver is allowed to ride motorcycles and tricycles. In addition, such drivers are allowed to drive car-mounted two-wheelers. In other words, you can use a motorcycle if you have a seat, the same as in a car.
What other marks are there?
In addition to the AS designation, a new driver's license may contain a number of other marks. All possible options are listed below:
- AT . Allows you to drive vehicles equipped with an automatic transmission. The mark can be in column 14 or column 12. In the first case, it concerns all categories at the same time, and in the second, it concerns a single subcategory/category.
- APS . Gives the right to drive vehicles equipped with parking sensors (acoustic parking system).
- M.S. _ Placed opposite subcategory B1, respectively, refers exclusively to it. This mark is used to designate tricycles and quadricycles with a motorcycle type of control, that is, with a motorcycle seat and a similar steering wheel.
- GCL . Indicated in the rights of people with vision problems. Requires driving with contact lenses or glasses recommended by a doctor and intended for vision correction.
- MS . Gives the right to drive a vehicle with manual control.
- M.L. _ It prohibits driving vehicles included in category M. This is relevant because in most cases this category is opened automatically when issuing a driver’s license. The presence of such a mark on the license indicates that a person’s health does not allow him to ride mopeds of this category.
- HA/ CF It is included in the rights of people with all kinds of hearing impairments. It does not restrict driving, but obliges the use of medical devices while driving that can compensate for hearing loss.
Special designations are also placed opposite category E. The symbols may be as follows:
- IN . Allows you to travel with a trailer weighing up to 1000 and a load capacity of less than or equal to 3500 kg.
- WITH . Gives the right to drive a vehicle equipped with a semi-trailer/trailer. The main thing is that the latter has 2 or more axes and the gap between them is more than 1 meter.
- D. _ Allows you to ride on an articulated bus.
Sometimes the license contains signs that are affixed after passing a medical examination and indicate the presence of health problems (usually these are physical or mental disorders).
If theft or loss of license occurs, the driver receives a restored license with the appropriate designation.
Perhaps this is the only note that can be ignored, since it does not impose any restrictions.
In order to avoid getting into an awkward situation on the road, you should carefully study the information specified in the new driver’s license. Marks that are similar to each other but have different designations deserve special attention. Ignorance of how this or that mark is deciphered can result in a penalty being imposed and the vehicle being sent to the impound lot.

The twelfth column in the certificate and the marks in it
In addition to the AS mark in the twelfth column, you can also find other inscriptions, such as MS. If we compare these two marks, we can say that the first one differs in that it is possible to drive a two-wheeled vehicle only with an appropriate seating position and a motorcycle handlebar. This mark is given only for open categories A and A1. When a motorist has two of these categories, no designations are indicated.
Important information for the driver
Using marks on a driver's license is one way to convey information to other traffic police officers about a driver they have stopped.
Since most of these designations are negative in nature, the presence of such marks can significantly ruin the life of a motorist.
That is why the driver must use all his capabilities to avoid their occurrence.
The easiest way is not to violate traffic rules and communicate with police officers politely, avoiding conflicts and bribery.
Presence of other special marks on the driver’s license
In addition to the marks of categories A and B, I would like to understand the designations in category E, there are quite a few of them. Group E includes the following marks: EC, ED, EB, E-BCD, E-BD, E-BC, E-CD.
• When you notice the symbol in the twelfth column, this means that you are allowed to travel with a trailer, its weight must not exceed one ton and its load capacity must not exceed three and a half tons
• Designation C is given to drivers who can drive a vehicle with a semi-trailer or a trailer with two or more axles. The distance between them should exceed one meter
• Mark D indicates that motorists have the ability to drive an articulated bus.
Of course, if you have the symbols B, D, C entered at the same time, you are given the opportunity to drive all types of vehicles mentioned above. A driver who does not have special marks cannot drive one or another type of transport.
Types and meanings of marks in the license of the new model
The designations are written in letters of the Latin alphabet and are deciphered as follows:
- The first and most common license mark is AT. This means that the driver can only drive cars with an automatic transmission. If the mark is in column 12, it will only apply to the vehicle category opposite which it is indicated. If it is in line 14, it will apply to all open categories at the same time. A driver with this mark is not allowed to drive a car with a manual transmission. Most often this is due to medical contraindications.
- MS – motorcycle seat. It is entered in the line with category B1 and allows you to drive tricycles or quadricycles with a motorcycle seat design or the presence of a motorcycle handlebar.
- AS – car landing. Placed in the line with category B1. The mark prohibits the driver from driving tricycles and quadricycles with a motorcycle seat or motorcycle handlebars.
- The ML mark indicates that driving mopeds is prohibited. Located in the category M column. Putting this mark means that the driver has diseases, the presence of which is contraindicated in driving mopeds and scooters.
- MC – manual control. Always indicated in column 14. It means that the driver has medical indications for manual control of the vehicle. This mark applies to people with disabilities.
- APS - you are allowed to drive only those vehicles that have a parking sensor system.
- The GCL mark indicates that the driver must wear vision correction devices. These could be glasses or contact lenses.
- HA/CF means that the vehicle driver must use instruments to correct hearing loss.
- The “Duplicate” mark does not have any significance for driving the vehicle, but is affixed in the case when this certificate was issued as a duplicate document replacing or stolen rights.
- “A medical certificate is required.” A note is made in the rights of a person with medical disabilities. In this case, you can drive a car only if you have a valid medical certificate.
Designation AS in column 12 of the new driver’s passport
A motorist who gets behind the wheel of any vehicle without the appropriate documents can receive a fine ranging from 5 to 15,000 rubles, it all depends on the situation. If the driver's license somehow disappeared, got lost, or was stolen, then in this case the license is restored and the appropriate mark is placed. The driver should not pay attention to such a designation, as it has no restrictions. Some drivers may be psychologically or physically unwell, which must be marked on their license with a special sign after reviewing a medical certificate. Penalties of 5-15,000 rubles are also provided for the lack of a medical examination.
Is it possible to avoid marks?
If the motorist already knows about the existence of unofficial marks on the license and is aware of their meaning, it will not be difficult for him to unravel them.
The best option to avoid the appearance of marks on your driver’s license is to carry all documents for the car in special transparent cases. In this case, the motorist presents the documents to the traffic police officer for inspection in these covers, thus preventing them from putting marks on the document.
According to the rules, it is not necessary to remove documents from their cases for them to be checked by traffic inspectors.
Obtaining a driver's license "B1"
To obtain a category “B1” driver’s license, you must undergo training at a driving school, reach the age of 18, undergo a medical examination and pass an exam at the State Traffic Safety Inspectorate.
It should be noted that a future driver can start studying at the age of 17, but an official document will be issued only after reaching adulthood.
In accordance with current legislation, rights of any category are issued for a period of 10 years. After this period, you must contact the traffic police department for a replacement.
If a car owner has category “B” open, then he does not need to undergo training and pass an exam for subcategory “b1”. The law allows you to drive vehicles of a “junior” category if you have a “senior” one.
Opportunities for a driver who has received category “B1”
The emergence of new modes of transport such as tricycles and quadricycles has forced us to think about how to legalize their operation. The technology differs significantly from that usual for many motorcycles, so a document with category “A” would be inappropriate here.
These vehicles began to be actively used by young people. This fact seriously complicated life for road users, as it turned out that thousands of young people who had not undergone special training took to the streets of the country.
These vehicles are quite close in their technical characteristics to cars, so it was decided to introduce the “B1” category.
Citizens who have reached the age of majority, have completed training and have confirmed the right to drive with a medical certificate of the established form have the right to receive a certificate with this designation.
Having received a category “B” driver’s license, you can drive:
- tricycles with a working unit volume of more than 50 cubic centimeters, which can reach speeds of more than 50 km/h;
- light quadricycles, weighing no more than 350 kg, and speeds up to 50 km/h;
- quadricycles weighing up to 400 kg and a power unit with a power of up to 15 kW or cargo models weighing up to 550 kilograms.
This innovation has significantly reduced the number of accidents on the roads, since the number of drivers who do not have a driver’s license for such vehicles has practically reached zero.
