What is needed to pass a medical examination for a license: the procedure for visiting doctors, necessary documents, forms and registration rules, deadlines for passing the medical examination

Motor vehicles are considered high-risk items. In order to minimize road accidents, each driver is required to undergo a medical examination, during which basic indicators of human health are checked.

Professional drivers are required to undergo a medical examination once every two years. Amateur drivers obtain a medical certificate to obtain a driver's license. Where can I undergo a medical examination, and which doctors are included in it?

Why do you need a driver's medical examination?

Mandatory medical examination of drivers is enshrined in Order of the Ministry of Health of the Russian Federation 06/15/15 N 344n. The document certifies the driver’s professional suitability and the absence of medical contraindications to driving.

The results of the medical examination are transferred to the traffic police, where, after studying the data, the possibilities of issuing a driver's license or replacing a driver's license are confirmed or refuted.
Information! The right to undergo inspection remains with the citizen. Traffic police officers cannot require a medical examination for a driver's license in a certain clinic.

When may a medical examination be required?

Current amendments to the procedure for obtaining rights came into force in 2016. Changes also affected parts of the medical examination. According to the new rules, a routine examination is carried out in the following cases:

  • intentions to obtain a first driver's license;
  • loss of a document;
  • expiration of the driver's license;
  • obtaining permission for international transportation.

You will have to visit doctors unscheduled:

  • by the voluntary decision of the driver;
  • when investigating the circumstances of road accidents to assess the driver’s health at the time of the accident;
  • when diagnosing a disease that may lead to loss of driving privileges;
  • as directed by the attending physician.

You can start learning to drive without passing a medical examination, but before taking the exam, a certificate must be submitted to the driving school.

Which institutions allow drivers to undergo a medical examination?

A citizen can undergo this procedure regardless of his place of registration in any region. Institutions entitled to specialized examinations are state, municipal, and private medical centers.

Information! The conclusion is issued only by licensed medical organizations for the services of therapists, neurologists, ophthalmologists and diagnostic methods.

To obtain an opinion from a narcologist and psychiatrist, you will need permanent or temporary registration at the place of medical examination.

Obtaining a certificate without visiting dispensaries

As we said above, it does not matter in which medical institution you receive the commission’s conclusion, as long as the institution you choose has a license. However, drivers usually have to visit two specialists separately:

  • psychiatrist;
  • narcologist.

These doctors are usually located in psychoneurological and narcological clinics located at a distance from the clinics where you are going to receive a medical examination. Sometimes it’s very inconvenient to run back and forth, especially considering that you have to do it on your own two feet (you don’t have a license yet).

Many private medical institutions today provide examination services for potential road users by specialists, and they have official access to databases containing information about preventive registration.

If this activity is also licensed, it will be much more convenient to issue a certificate in one place and quickly. You won’t have to pay very much, however, the final price will depend on many factors, for example:

  • according to the region where the certificate was received;
  • professionalism of doctors;
  • pricing policy of a medical institution.

 Inspection times for professionals

In addition to replacing their license once a decade, professional drivers undergo medical examinations:

  • when applying for a job as a driver;
  • when the activity involves driving a vehicle - once every 2 years.
  • Pre- and post-flight inspections by professionals are carried out regularly. Before and after the trip;
  • for passenger transportation and special categories of cargo.

Validity period of the medical certificate

Owners of personal vehicles must undergo a medical examination when changing their license. A document for driving a car must be exchanged once every 10 years, so you will have to undergo a medical examination with the same frequency. This means that for this category of citizens the certificate remains valid for 10 years.

Certificates for drivers for whom this type of activity is professional have different expiration dates. A driver's medical examination will have to be done every 24 months, therefore, a medical certificate for drivers working officially remains valid for no more than 2 years.

In addition to the medical examination, preventive examinations by medical personnel are usually carried out before each flight. Any deviations from the norm are grounds for prohibiting the driver from entering the road. In addition, when applying for a job, regardless of whether a medical examination was previously carried out or not, the candidate for the vacant position will have to see the doctors again.

What doctors do I need to see?

The new document has reduced the number of specialists for inspection. This applies to car drivers and motorcyclists. For them, in order to pass a medical examination for a driver's license, there is no need to go to an otolaryngologist, surgeon and neurologist. An EEG of the brain and a neurologist’s verdict are needed for a compelling reason. For such drivers, it is enough to be examined by a therapist, ophthalmologist, narcologist and psychiatrist.

For persons applying for category C and above, please contact:

  • psychiatrist;
  • narcologist;
  • ophthalmologist;
  • general practitioner;
  • neurologist;
  • Laura;
  • undergo an EEG study;
  • laboratory tests with the recommendation of a narcologist.

Differences in passing a medical examination to return a license revoked for driving while drunk

Drunk driving is a serious offense. If you are caught in the required state on the road by employees of the State Road Inspectorate, you will inevitably be deprived of your license.

Drunk driving - inevitable deprivation of license

This deprivation is temporary if you were found in this condition for the first time, however, in order to regain your rights after the period established by the state, you will have to undergo a medical examination again.

Despite the fact that there are no officially established differences regarding the standard procedure, most likely you will have to undergo additional tests prescribed by the following specialists:

  • narcologist;
  • therapist.

It will be necessary to submit them, otherwise you will not receive the certificate you need.

Cases when a medical certificate is not issued

Issuance is not possible in the absence of a complete package of documents, registration or recent complex operations. Also, the therapist will not issue a certificate if the citizen refuses to see even one of the doctors. Doctors determine unsuitability on the basis of Decree of the Government of the Russian Federation No. 1604 of December 29, 2014. These are:

  • mental disorders;
  • substance abuse;
  • pathological seizures, epilepsy;
  • blindness in both eyes;
  • lack of legs;
  • improper functioning of the vestibular apparatus;
  • impaired hearing;
  • severe heart disease;
  • mental retardation.

How often should you go

You need to undergo a medical examination when you need a certificate of fitness to drive.

This happens in the following cases:

  • when first obtaining a driver's license. That is, when a citizen is just preparing to become a driver;

    The certificate must be in hand before passing the examination period at the traffic police;

  • upon loss of rights;
  • when restoring stolen or lost driver's licenses;
  • when obtaining a new driver’s license when the previous one has expired;
  • when returning a previously selected driver's license of any category by decision of the magistrate or district court;

    For example, a driver was deprived of his license for 2 years. During this time they expired. In order to return them, he must present a certificate of fitness to drive a vehicle.

  • upon receipt of an international driver's license.

If the driver has any health limitations that do not prevent him from driving a vehicle ( for example , a disability for which the car must be equipped with special devices), then he must always have a certificate with him. And since the certificate is only valid for a year , he will need to pass the commission every year.

Existing restrictions

In practice, there is the issuance of forms that specifically mark the main restrictions on managing tags in the VU. For example, in case of poor vision, the degree of farsightedness and myopia of no more than 8 diopters is allowed. It is also allowed to drive a vehicle only with glasses and lenses.

Lack of hearing does not limit the right to drive, but only for categories A and B. For deaf and mute citizens, a special note is made on the license.

For people with amputated legs, it is possible to drive with manual control, and in the absence of upper limbs - with an automatic transmission. There are exceptions for epileptics when they can drive after surgery.

Procedure for obtaining a medical certificate

A driving school student and driver have the opportunity to undergo a medical driving examination at any medical institution that has the necessary license for this type of activity and which has the right to conduct professional medical examinations.

Traffic police officers do not have the legal right to require a future driver to come to a designated clinic (for example, located in the area of the local traffic police department). As a result of passing a medical commission, a uniform certificate is provided, valid throughout the entire territory of the Russian Federation.

In addition, it is necessary to take into account the possible level of mistrust in medical certificates obtained in another city or another region. There may be time costs to verify the legality of issuing such medical certificates. Therefore, it is advisable to undergo a medical examination at the location of the traffic police and take the driving test. If this is difficult or completely impossible, it is worth obtaining from a medical institution in another city a certified photocopy of a license for medical activities, confirming the right of the medical institution to provide this type of service.

Documents required to be provided during the medical examination

  • Passport or other identification documents.
  • Military ID.
  • 2 matte (not shiny) photos measuring 3 by 4 centimeters.
  • If you change your license, you must provide your old driver's license.

Which doctors should you visit to purchase a medical certificate for a driver?

Passing a medical commission to obtain a driver's medical certificate for the traffic police includes a visit to:

  1. therapist;
  2. surgeon;
  3. neurologist;
  4. ophthalmologist;
  5. Laura;
  6. psychiatrist;
  7. narcologist.

If there are diseases and contraindications that may interfere with obtaining a medical certificate, you must, just in case, bring with you a personal medical record from the district clinic, the results of medical examinations, if there are existing extracts from medical records and other possible documents.

If necessary, the driver may be referred for additional examination (for example, an electrocardiogram), which will be carried out either at this institution on site or at a local clinic.

For women, an additional gynecological examination is required. Pregnancy at any stage cannot be a reason for denial of the ability to drive a vehicle. In this case, the woman has the right to ask for a certificate from the district gynecologist stating that the course of pregnancy is within normal limits and that there are no medical contraindications to driving.

Visiting a narcologist and psychiatrist

Currently, in some regions of the Russian Federation, appointments with narcologists and psychiatrists are carried out only in municipal psycho-neurological and drug treatment centers. Psychiatrists and narcologists must issue certificates after they have checked the subject using the available databases and are sure that the patient is not registered at the dispensary. In ambiguous cases, the issue of issuing a conclusion can be resolved individually with the involvement of other relevant specialists. Keep in mind that when checked by a narcologist, it is possible to conduct a rapid test for the presence of alcohol and drugs.

Using glasses or contact lenses

If you use glasses and contact lenses, you must have them with you when you are examined by an ophthalmologist. For driving school students who can only drive a car with glasses, ophthalmologists make a corresponding note in the issued medical certificate. Then this mark is placed in the right.

There are 3 varieties such as “spectacles”, “spectacles or lenses”. Please be aware that motorists may only drive their vehicles while wearing vision aids specified on their license. If you plan to drive with eye lenses and glasses, you need to tell your ophthalmologist about this and undergo an examination wearing eye lenses and glasses.

 Penalties if the document is expired

When marking the mandatory presence of a certificate at the VU, you must have it with you.

Information! According to clause 2.1.1 on traffic rules, the traffic police representative does not have the right to insist on its presentation.

There is also no resolution on penalties for expired documents. However, in the event of an accident due to your fault, when during the investigation it is discovered that the medical certificate is overdue, the culprit may be subject to a fine in the form of an administrative penalty. Article 12.7 Part 1 of the Code of Administrative Offenses explains that a fine is imposed from 5,000 to 15,000 rubles.

Where to pass a driver's license test

You can get the coveted certificate at accredited medical centers. Their list is published on the Internet and on information boards of local police departments. Large driving schools have their own departments that issue certificates to drivers. Employees of medical institutions transmit information about the driver’s health directly to the traffic police, so the risk of issuing a fake certificate is reduced to zero.

Questions may also arise if the places of passing the medical examination and training at a driving school are different. To avoid misunderstandings, go through this stage at the place where you received your license or learned to drive.
