When purchasing a vehicle, the owner must clearly understand what documents must be prepared for its legal operation. In Soviet times, the only document of title was the technical passport of the car.

Today, in accordance with Order of the Ministry of Internal Affairs of Russia dated June 26, 2018 N 399, two documents - a vehicle registration certificate (VRC) and a vehicle passport (PTS) - contain the technical characteristics of the car and information about its owner. Therefore, confusion often arises about which document is considered a vehicle registration certificate. Let's look into this issue and look at the photo.

What is a technical passport of a car?

In Soviet times, there was a single document for a car - the Technical Passport of the car. It was a document of title that contained information about the technical characteristics of the vehicle, information about registration with the State Traffic Inspectorate and its ownership by a specific person.

It was also a document giving the right to operate the car. The owner of the car was obliged to have a registration certificate with him and present it at the request of the traffic police inspector.

What does this document for a vehicle from the USSR look like?


The Soviet registration certificate for a car was a small gray book with watermarks, a series and a number on each page.

  1. On the first page, general data of the vehicle was entered (make; year of manufacture; engine, body and chassis numbers; basis of issue and registration plates), all this was certified by the seal of the State Traffic Inspectorate.
  2. The second page duplicated data about the make, chassis, body and engine numbers, registration plates, indicated the color of the car, the owner’s full name and his place of residence.
  3. On the following pages there was a marking on removal and registration, where the data of the subsequent owners of the car was entered. All records were certified by the signature and seal of the State Traffic Inspectorate.

PTS and technical passport of the vehicle - what is the difference and why are they confused?

Often a technical passport is called a vehicle passport (PTS), which was put into circulation by Decree of the Russian Government of May 18, 1993 No. 477 “On the introduction of vehicle passports.” This document, containing information about the technical characteristics of the vehicle, is necessary for purchase and sale, registration and confirmation of ownership.

These similarities, as well as the word passport in the name of the PTS, often lead to the substitution of the concept for a technical passport. PTS is a mandatory document required to carry out any legal actions with transport. However, this document is not required for daily use of the car.

Each owner of a car or other vehicle must have a technical passport of the corresponding object.

Without it, it will not be possible to re-register the vehicle with the authorized bodies. And update registration documents for movable property too.

Unfortunately, the data sheet has limited space.

You just need to follow the basic instructions. First of all, you need to remember what PTS is.

  1. MREO;
  2. Traffic police

Are PTS and STS one document?

PTS and STS are two separate documents that the owner of the vehicle must have.

STS confirms the legality of vehicle ownership and gives the right to operate it. The vehicle registration certificate is a strict reporting form that has a security hologram, series and number, and looks like a pink plastic card measuring 8x11.5 cm:

  1. On the front side of the certificate are indicated: registration number of the car, technical data of the car (VIN code; make and model of the car; date of manufacture; vehicle category, chassis or frame number; body number; engine size and power; color of the car; weight of the vehicle without load).
  2. On the reverse side are the surname, first name and patronymic of the owner, his registration address, the traffic police department in which the car is registered, and the date of issue.

A vehicle passport is issued when purchasing a new car and is passed on to its subsequent owners. If the transport is imported from abroad, then a passport is issued by the customs authority. If you lose this document, you must contact the traffic police to restore it.

A vehicle passport is a strict reporting form that has several degrees of protection in the form of a hologram; watermarks and volumetric marks. The form has a unique series and number. It has A4 format and light blue color.

What these documents have in common is the following:

  • The STS is assigned a unique series and number, which are indicated in the PTS;
  • The STS duplicates the technical characteristics of the car specified in the PTS (make and model of the car; type and category; year of production; body and chassis numbers; color; power and engine size; information about the owner).

Differences between PTS and STS:

  • The STS contains state registration plates, but the PTS does not.
  • STS is issued to one car owner, and it must be replaced when the owner changes. And in the PTS you can make an entry about six owners of the car.
  • PTS confirms the production of the car at the manufacturing plant, and STS gives the right to operate it.
  • The PTS provides information about the vehicle, and the STS provides information about its registration with the traffic police.
  • PTS contains complete information about the car, STS contains brief information.
  • When using a car, the owner is required to have a registration certificate with him, but the PTS is not.

Purpose of PTS and vehicle registration certificate

A vehicle passport is required in several cases: during the initial registration of a vehicle, for registration of compulsory motor liability insurance after purchasing a car (after all, now a policy must be obtained before contacting the traffic police), control and combating illegal actions in relation to vehicles.

PTS is a strict reporting document, produced on blue forms with watermarks and a security stripe. You can get it:

  • at the customs post during customs clearance, customs clearance of the car;
  • at the manufacturer during the initial sale of the machine;
  • in the traffic police authorities upon receipt of a duplicate or replacement of a vehicle passport.

The PTS contains 24 columns, this includes the identification number (VIN), make, model, name and category of the vehicle, year of manufacture, model and number of the engine, chassis and body numbers, its color, power and displacement and engine type, maximum permitted weight, unloaded weight, as well as information about the manufacturer, country of export and customs restrictions. The registration certificate of a used car reflects data on the number of owners. This document is worth studying when purchasing a car. Additionally, the information reflected in the technical passport can be checked via the Internet.

To register a car, it is necessary to present a vehicle passport. A traffic police officer inspects the car and checks the information specified in the document with the actual information - VIN number, body, chassis, color, etc.

Why does a car owner need it?

Since technical passports are no longer relevant in the Russian Federation, let’s talk about a document that is its successor.
This is STS. A vehicle registration certificate gives the right to operate it. When purchasing a new or used car, the owner must register the car within ten days and receive a registration certificate. Violation of the deadlines for registering a car in accordance with clause 1 of Art. 19.22 of the Code of Administrative Offenses entails administrative liability.

When operating the car, the owner is required to have the STS with him and present it at the request of the traffic police inspector for inspection, in accordance with clause 2.1.1 of Article 2 of the Traffic Regulations. Using this document you can check the following information:

  • who is the owner of the vehicle;
  • are there any unpaid fines;
  • Is the vehicle listed as stolen?

STS must be presented to apply for an MTPL policy, to obtain a loan from a bank using the vehicle as collateral.

Submitting an application through State Services

You can apply for a replacement PTS through the State Services portal on the Internet. Algorithm for submitting an electronic application:

  1. make the transition to the State Services portal and enter your personal account;
  2. enter the name of the required service in the search field;
  3. in the section “Type of receipt;
  4. click on the “Get service” button;
  5. fill out the provided application, consisting of 13 subparagraphs;
  6. check the correctness of filling and submit the application.

After submitting your application, you should select a convenient date and time to visit the MREO. After processing the application, the citizen will be informed about the result of its consideration in his personal account on the website.

There is a completely erroneous opinion that filing an electronic application will entail additional costs. This is not true. In addition, for two years (from January 1, 2020 to January 1, 2020), all those who submitted an application through State Services will receive a discount on state fees by almost a third of the amount (not 800 rubles, but 560 rubles).

You can submit an application for a replacement vehicle title only at the MREO and on the State Services portal. Vehicle registration certificate? This event is not provided at the MFC.

Why do you need a STS vehicle registration certificate?

In order to streamline the movement of vehicles with all the ensuing consequences as much as possible, it was decided to register each vehicle and issue an official document to its owner. Such a document is one of the most important for the driver, confirming either himself or someone else’s right to own the car. During any inspection on or off the highway, a person must present this STS certificate to the inspectors, on the basis of which the appropriate conclusions are drawn. Since such a check can begin at any time, the registration certificate, like the license to drive a car, must be with the driver at all times. In its absence, the legislation provides for various forms of punishment for violating the requirement.

Why do you need a vehicle passport?

The PTS is the main document of the car.
It contains all the information related to a specific machine. If there is no document or if the driver is not registered there as the owner of the vehicle, he does not have the right to use the car for its intended purpose. Driving without a registration certificate is an administrative violation for which penalties are imposed. If the vehicle is used under a power of attorney granted to the citizen by the owner of the vehicle, the requirement to include this person in the PTS cannot be made.

The new car passport has only 6 free spaces for marks. Even when purchasing a new car, several lines in its document may already be filled out. One of them is entered by the plant that produced the vehicle. The other is a car dealership engaged in sales. Since all the information about the owner that has undergone changes is included in the PTS, all the filled lines do not mean that the vehicle often passed from one hand to another.

What to do if you lose your STS

The loss of a document can upset even the most strong-willed motorist. If it is lost or stolen, its owner, regardless of driving experience, will have to spend a lot of time and nerves in order to get out of the situation with dignity and not incur all sorts of penalties. Experts believe that the most important thing here is not to panic and get upset. We must be aware that the disappearance of a document, no matter how important it may be, is not worth, firstly, those enormous experiences that can have a detrimental effect on your health, and secondly, that this loss can be made up for. If the search for the missing registration certificate in hot pursuit does not yield positive results, you must not despair, but make a firm decision to engage in restoration in the prescribed manner, immediately setting yourself up for a difficult path. Willy-nilly, the restoration of the vehicle registration certificate will become inevitable.

Where and how to restore STS to a car

By law, this mission is entrusted to two organizations, which every car enthusiast has probably heard of: MREO STSI, MOTOTRER, whose powers, by and large, are equivalent. They are the ones who are called upon to restore the STS on a car if it is lost or stolen. However, there are other reasons why the registration certificate for a car is restored or replaced with a new one. So, this will have to be done when changing the last name of the owner of the car or his place of residence. In this case, many interesting incidents arise. Here is just one typical example: if you buy a used car second-hand, the registration in the STS and PTS must certainly coincide with the registration recorded in the passport. Otherwise, the person will not be able to carry out the restoration himself and the former owner will have to take on this responsibility. Drivers' interest in how to restore STS on a car remains relevant. The very first step is obvious:

  1. You need to visit the traffic police, its nearest registration office (or any other), pay for a paid service;
  2. Then go to the window where employees are engaged in registration matters, and tell the traffic police inspector in detail what happened and what is necessary. The specific reason why the STS needs to be restored must also be indicated. This is indicated on the form issued immediately on which the application is written;

After which, you may have to wait for some time while the new document is prepared. When the entire procedure is completed and the duplicate is ready, the author of the application will be called. There are all sorts of nuances. For example, if a PTS has disappeared, it must be restored first, because without a passport the STS cannot be restored.

What documents may be required during restoration?

Restoring a vehicle's registration certificate is impossible without providing the full package of documents required for this procedure. Among them, what is needed to restore the registration certificate includes:

  • the car owner’s passport or identification document, as well as copies of each such document;
  • vehicle passport;
  • original, certified copy of the power of attorney, if the person uses this particular form of operating the machine;
  • certificate of opening a criminal case based on theft of documents.

It should be noted that without the latest certificate, restoration of the disappeared registration certificate will become impossible.

How much does it cost to restore a lost STS?

Since the official restoration of the vehicle’s STS is a paid service, you will need to pay 500 rubles for it. Also, 350 rubles will have to be paid for recording in the PTS information about a new certificate issued with a new number (for this, use the “Special notes” column). You can pay for both of these services either directly at the recovery site or online. The duration of the entire procedure, as a rule, is not long. So, often everything ends within one or two hours. It must be borne in mind that, if desired, the applicant may also be offered a replacement of license plates, although such a replacement is not at all mandatory. If the applicant agrees to it, he will have to pay an additional 2 thousand rubles.

What are the dangers of driving without STS?

At a minimum, the case will end with a warning or a fine of 500 rubles. Moreover, no matter what decision the traffic police inspector makes, continuing to drive a car without STS will be problematic and fraught with undesirable consequences, including placing the car in a penalty area. After the registration certificate is restored, the driver will also have to change the MTPL policy.

Is the registration certificate for a car a PTS or an STS?

Many people have heard about a vehicle registration certificate, but not everyone knows what this concept means. And all because there is no legally established document called “technical passport” in the Russian Federation.

But there are other documents, namely:

PTSA vehicle passport containing information about the technical characteristics of the vehicle.
STSA vehicle registration certificate, which, in addition to data about the car, also contains information about the owner of the car.

Where did the concept of “technical passport” come from then?

The fact is that previously, back in the days of the Soviet Union, there was only one document for a car, which was called a technical passport.

Outwardly, it looked like a small gray book, which contained all the information about the owner of the car and about herself. But over the years, this document has been transformed and now it is presented at the legislative level in the form of the two papers mentioned above.

But how to determine which of this is now meant as a registration certificate?

In fact, you can still find active discussions about this issue online. Many car owners claim that a registration certificate is a PTS, while others are sure that this term refers to a registration certificate.

But since a technical passport is an abbreviation of a technical passport, it is PTS that is abbreviated or “in the old manner” called a technical passport.

What is a PTS and vehicle registration certificate?

A document such as a car registration certificate was distributed in the USSR. It was a gray book that reflected the technical characteristics of a car or other vehicle, as well as information about the drivers. Subsequently, the type and name of the document changed, and now it is called a vehicle passport.

In everyday life, it is acceptable to use both names - PTS or registration certificate. But in official documents the term “vehicle passport” is used. Unlike most documents for a car (vehicle registration certificate, MTPL), driver’s license, car first aid kit and fire extinguisher, it is not necessary to carry a vehicle passport or vehicle registration certificate with you, since this document reflects the technical data of the car and the number of owners, which for traffic police officers do not matter when checking compliance with traffic rules by drivers.

What is a technical passport?

We have already found out that the registration certificate for a car is a vehicle passport. It is a paper without a “validity period”, that is, it may never be replaced during the operation of the car if there is no such need.

According to current legislation, such a passport contains information about the technical characteristics of the car, restrictions regarding it, as well as information about previous owners, change of ownership, etc.

A technical passport is a document printed on a special form, which is produced at a state enterprise and contains certain watermarks.

Thus, the technical passport is quite difficult to replace or falsify, because its appearance is established by law.

The contents of the technical passport are 24 columns with the entered data.

A registration certificate is issued for all vehicles, regardless of their type:

The absence of a registration certificate for a car is unacceptable for any car owner, since it is a mandatory document. Without it, it is impossible to sell a vehicle or perform any other legally significant actions.

However, this does not mean that you need to carry your registration certificate with you all the time. Those who claim otherwise are deeply mistaken.

In fact, every driver must always have a registration certificate with him - a small plastic card, but a registration certificate or PTS is a mandatory document, but it may not be in the car.

For its absence, no one will fine you or take away your license.

What is car registration?

In essence, this is the registration of a vehicle by its identification VIN number in the traffic police with the issuance of other identifying items - license plates.

That is, the car has a VIN, which is tied to its essence (more precisely, to the body).

And when registering a car, they issue license plates, which are already tied to the car in the context of registration with the traffic police - for fines and the like. At the same time, the owner can change the numbers, but the VIN cannot.

Registration is carried out in a special registration department (MREO) of the traffic police. At the same time, if you bought a used car, then you register it; it is already registered with the previous owner.

But since you need to change the owner’s registration documents, you need to re-register this car in your name.

And only new, recovered from recycling or found vehicles are registered.

In general, the order of this process includes the main stages:

  • submitting an application for registration (registration) with the State Traffic Safety Inspectorate,
  • payment of the state fee for the procedure,
  • collection of documents,
  • on-site inspection,
  • issuance of new documents.

PTS

The vehicle passport is the only document the owner needs, which comes with the car from the factory. Everything here is quite simple - to register with the traffic police you will need a PTS:

  • in case of purchasing a new car - with a registered person - you after the legal entity-car dealership,
  • in case of purchasing a used car - with a person registered - you after the previous owner.

The buyer must be entered into the PTS at the stage of completing the transaction (signing the contract), and not at the registration department of the traffic police.

What is a vehicle passport and why is it needed?

PTS is a very important document. It “characterizes” the car from the legal side and performs 4 important functions at once:

  1. allows you to streamline the process of admitting vehicles to road traffic;
  2. increases the effectiveness of the anti-theft system and reduces the number of car thefts;
  3. strengthens control over cars imported into Russia;
  4. allows you to determine how respectable the car owner is in relation to the law.

What does this mean

A vehicle passport is practically the main legal document for a car. Only if it is available, it is possible to register the car, register the vehicle, issue compulsory motor liability insurance and, most importantly, conclude a purchase and sale agreement.

This document provides 6 fields for entering the owner. But even if you buy a car from a showroom, you will already be at least the third.

In the first place is the manufacturer (for a domestic car) or the customs authority (for a foreign car), then the car dealership (sometimes more than one), and then only the buyer.

Accordingly, after 2-3 sales, the place in the title will run out, and there will be nowhere for the new owner to enter.

Many car owners think that when they run out of space in their passport, they will simply be given an additional insert. But this is not so, the entire document will have to be changed.

The last person registered in it should be responsible for replacing the PTS. Of course, sometimes the new owner, upon presentation of the purchase and sale agreement, can do this, but most often he will be refused by the traffic police or will be faced with a requirement to bring the old owner.

What is the role of a vehicle registration certificate?

First of all, the car owner himself needs a registration certificate in order to be able to register the vehicle. If you come to the traffic police for this purpose, and it turns out that you do not have a registration certificate, then no one will register the vehicle.

In addition, without it, you won’t even be able to issue an MTPL policy, because, as you know, the current rules oblige drivers to first take out a policy, and only then show up for vehicle registration.

So, if there is no registration certificate for the car, then there will be no registration.

This is what concerns the role of a technical passport directly for the car owner. But if you think big, then technical passports are also important for the state. Thanks to them, it is easier to prevent crime in the country, as well as monitor the quantity and quality of imported cars.

How and when is a vehicle registration certificate issued?

Depending on what kind of car we are talking about, there are 4 options for obtaining a title.

You can obtain a registration certificate when purchasing or registering a car in one of the following ways:

  1. From the previous owner, if the vehicle was already in use and you bought it from the previous owner or received it by donation, inheritance, etc. Then, in the PTS itself, marks are made about the above actions.
  2. At the traffic police, if for certain reasons you need to issue a duplicate or replace your previous PTS. This is possible in cases where the previous passport was damaged, lost or stolen, as well as if you need to enter new information into the current PTS (most often this applies to cases of girls changing their last name).
  3. At customs when importing a car from abroad. All cars that crossed the border for the first time must be registered by the Russian Border Service, which will subsequently issue a registration certificate for the car.
  4. From the manufacturer if you are buying a new car. All enterprises selling new cars are obliged to issue a title to the new owner so that he can register the vehicle in the manner prescribed by law.

Registration and issuance of a technical passport is not at all a complicated or lengthy procedure. Most often, there are no difficulties with it, since technical passports are either issued for new cars directly upon purchase, or are given to the new owner from the previous one.

What to do if your car registration certificate is lost or damaged?

Of course, unforeseen circumstances happen quite often. Even if you take great care of your documents, you may accidentally spill water on them or lose them with a number of other papers.

In this case, the PTS will need to be restored. This is not too difficult to do, but you will have to tinker a little.

First, you will need to come to the traffic police and submit an application where you indicate your request to restore the paper and describe in detail the reason that led to the need for restoration. This could be loss, theft or damage.

Please note: in cases where a document is stolen, you will also need to submit an additional statement about theft. Only after the criminal case is closed will you be able to apply for reinstatement.

The application form has the following form:

To fill it out, just select the required column. First, highlight what is necessary, and then fill out information about yourself as the owner and/or representative.

In addition to the application, you will need to provide some documents, namely:

1. Passport of the car owner.
2. OSAGO policy (current).
3. STS – vehicle registration certificate.
4. A valid vehicle title (if circumstances permit - for example, it is partially damaged).
5. Receipt for payment of state duty (800 rubles)

The documents along with the application are provided to the inspector, after which you will receive a duplicate of the registration certificate.

Please note that, regardless of what happened, you will in any case receive a duplicate, and not a new PTS.

However, there is no difference. The only difference will be that now “Duplicate” will appear on the paper in large letters.

But, by the way, there are situations when o should “alert” you. We are talking about cases when you buy a used car, and the previous owner hands over a registration certificate with the specified mark. Your task is to ask what caused the appearance of such a mark.

What to do if you need to sell a car

Selling a car actually does not require a lot of paperwork and time. You can draw it up yourself, or you can contact a notary for certification.

For a correct transaction you need:

  • passport of a citizen of the Russian Federation of the seller and the buyer;
  • vehicle passport;
  • STS;
  • contract of sale;
  • OSAGO policy.

After concluding the contract, it is necessary to re-register all documents for the new owner with the traffic police, namely:

  1. Enter his data into the PTS;
  2. Register the car at the new place of registration;
  3. Get STS.

You should also contact the insurance company and renew your MTPL policy.

According to the old rules, if there is no space in the vehicle’s passport to enter data about the new owner, it is impossible to obtain a title at one time and add another owner to it.

First, the document is re-registered in the name of the last person recorded in it, and then only documents are submitted to register the new owner.

Faster registration methods have now been adopted, but some branches are accustomed to using the old ones, which can be an obstacle when submitting documents.

How to replace the PTS yourself

According to the law, the last owner of the car must replace the title. Before selling the vehicle, he needs to contact the MREO to obtain a duplicate passport with new columns.

You should have the following documents with you:

  • Identity document;
  • Application with a request to replace a document (filled out on a standard form);
  • PTS that has expired (all data indicated in it must be true);
  • Receipt of payment of the state fee for the services of the registration authority;
  • Vehicle registration certificate;
  • OSAGO policy.

If for some reason you do not have a passport of a citizen of the Russian Federation, any other document with your photo will do (military ID, international passport, etc.), although the MREO may express outrage about this, but you have the right to provide whatever you want.

As for the PTS, if at least one line is not filled in, even in the middle, then it is not considered complete. The law does not provide for a rule about the order in which the fields should be filled out, so if you accidentally omit one, you can enter the new owner there without any problems.

When replacing a passport, a new serial number is assigned to it, so the STS is replaced along with it, and as a result you receive 2 new documents.

According to the rules, every working vehicle must be insured. But when selling a non-working car, it is impossible to provide a compulsory motor liability insurance policy, since it is issued only after passing a technical inspection. In this case, it is worth explaining to the traffic police officers the reason for the lack of a policy.

Replacement of a PTS passport by its last owner is quick; there is no need to provide a car for verification. You hand over only the documents and receive a new set of them within a day.

But if there are some suspicions or discrepancies, the process may take up to 30 days and they may be asked to provide the car for inspection.

The new PTS will contain a mark with the number of the old document, all other data about the car will be exactly as in the previous document.

There are many myths around the replacement of PTS, some of which were created due to MREO employees who are accustomed to the old procedures when obtaining a vehicle passport, and can refuse car owners who do not know their rights and who show up without the old owner of the car.

Let's look at the nuances of the legislation:

  • The document confirming ownership of the car is a purchase and sale agreement (donation, etc.). The car is considered purchased when, after signing the contract, it is transferred to the new owner.
  • PTS is a document giving the right to drive on public roads, which is transferred along with the car when it is sold.
  • Regulation of the Ministry of Internal Affairs of the Russian Federation No. 605 establishes that re-registration of a vehicle is possible without the presence of the old owner.
  • Order No. 496 of the Ministry of Internal Affairs indicates that MREO is always required to change the PTS when filling out all its fields.

Therefore, a refusal to the new owner of a car, who has nowhere to be included in the title, is unlawful. And he should not go to the registration office only with the old owner of the car, as some traffic police departments are still trying to demand, this is a violation of ownership rights.

If, after the above arguments, you are still refused to issue a new PTS, you have the right to demand a written certificate of refusal from the head of the department and go to court with it.

It is recommended to record audio or video. Of course, this is all a rather lengthy procedure, but if MREO Niv does not want to change the document in an amicable way, and it is not possible to bring the old owner, then going to court is the only way out.

The package of documents that the buyer submits to replace the title is the same as for the previous owner, only the presence of a document on the purchase of the car is mandatory.

In this case, it is imperative to check that all papers are filled out correctly; the information must match everywhere. A duplicate is also issued on the day of application, provided that everything is in order with the submitted documents.

What to do if you need to change the data in the registration certificate for your car?

Most often it is needed in cases where:

  • The car owner has changed.
  • Last name changed after marriage or divorce.
  • The characteristics of the car itself have changed.

In this case, you will also need to visit the State Traffic Inspectorate. To do this, fill out an application, an example of which we gave above, and collect the necessary documents.

Required documents for replacement

  7. Receipt for payment of state duty . According to Art. 333.33 of the Tax Code, the state duty for issuing a new PTS is 800 rubles .

To obtain a duplicate, you must appear at the traffic police MREO either at the time appointed by appointment or in the general queue on visiting days.

If the inspector, when preparing documents, has suspicions regarding forgery of documents or unauthorized changes to the car, he will schedule an inspection of the vehicle.

If suspicions remain after the inspection, the vehicle will be sent for examination. In this case, the process of replacing the PTS will last up to 30 days.

When are you planning to switch to electronic documents for your car?

It has been known for a long time that paper registration certificates will go out of use. But this should have happened back in 2018, and significant changes are still not visible.

The thing is that at the legislative level all the issues have been resolved, but the mechanism for executing the transition from paper to electronic documents is not yet fully ready for action.

Therefore, until November 2020 there will be a so-called transition period. During this time, it will be possible to better understand how the issuance of electronic passports will occur.

But, in any case, the government claims that such changes are for the better. They will allow the use of PTS not only in Russia, and will also contain more information than their paper counterparts. So all that remains is to wait for changes for the better.

To summarize, it is worth recalling once again that a registration certificate for a car is a mandatory document for every car owner, but not mandatory for his daily presence in the car.

Do I need a technical passport for a house?

In addition, the basis for calculating taxes and setting the price of real estate is the legally established cadastral value. It does not coincide with the market price of the property, so in many cases the seller of real estate is forced to conduct an independent assessment of the property (examination) before the transaction.

What is the difference between a BTI technical passport and a technical plan?

The technical plan differs from the passport in that, in addition to the main characteristics of the structure described above, it contains a coordinate reference to the land plot and nearby objects. This allows you to clearly determine the location of the house in space and, therefore, unambiguously identify the immovable object. After all, many buildings built according to standard designs were similar to each other, like twin brothers. Accordingly, their technical passports were also similar, which led to various kinds of abuses.

Therefore, in order to register a finished or unfinished house with the Unified State Register of Real Estate, today you need NOT a technical passport, but a technical plan!

A passport issued by the BTI before 2013 may be required by a cadastral engineer to draw up a house (building) plan. For example, in a situation where a building is not registered in the cadastral register or is refused due to the lack of exact coordinates of the location of the land plot on which it is built. The specialist uses the passport data to obtain information about the characteristics of the building.

The technical passport of a house is used by a cadastral engineer (it doesn’t matter whether he works in the BTI or in a private organization) only in the absence of a project or permission to put the facility into operation (act). This situation occurs in relation to many private houses and cottages in summer cottages. Designs are not required for single-family structures up to three stories.
